According to the AIA bylaws, Article 26.1.7 on page 100 of the Constitution and Bylaws...
By mutual consent of the school/teams involved, sub-varsity softball games may have a time limit of no new inning being allowed to start after the conclusion of one hour and 45 minutes. A game shall be considered regulation, no matter how many innings have been played, after one hour and 45 minutes have been played and the inning in progress when the time expires is completed or immediately when time expires if the team last at bat is batting and is ahead in score. If the game is tied when time expires and the inning in progress is completed, it will remain a tie score. If the game is tied at the end of seven (7) innings and time has not expired, the game will continue into extra innings until a winner is decided or time expires - whichever comes first. If the game is still tied when time expires in extra innings, and the inning in progress is completed, it will remain a tie score. Time shall begin at the end of the pre-game conference at home plate between coaches, captains, and umpires.

Due to the over whelming response for attending on 5/30/12, we are adding two more dates. The two additional dates will be:SATURDAY, 5/19/12 9:00am TO 12:30pm and TUESDAY, 6/12/12 10:00am to 2:00pm. All sessions are at the AIA office in our board room.
Since the process takes about 15 minutes, Arizona Livescan can only accommodate 50 participants at a session. This is on a first come basis and doors will open at the times specified. Please plan on paying ($14.99) with a credit card or debit card to speed up this process. Once your prints are done, you will receive the DPS application to take with you. This part requires a $67.00 money order or cashier’s check made out to DPS that you will be mailing in. After 6-8 weeks, you will get a letter confirming (with a clearance card) or denying your application. DO NOT MAIL a copy of the application to the AIA. You will put the valid clearance card number and expiration date on your registration form for 2012-13.
There is no need to respond to this email as we know by the number of officials who responded previously each date will be busy. This is a onetime (actually three time) courtesy being extended to you through the AIA. As “Independent Contractors” you are responsible for getting this taken care of before you register for next year.
You can go directly to them or any other site and take care of this. If another site does not have the DPS Fingerprint Clearance Card application form, you will need to call DPS directly at: 602-223-2279 and have it mailed to you.

Continue to attend the softball training classes. All new officials will have a regular background check done as in the past.
The reason they have decided to hold off is because of conflicting information they have received from DPS regarding the process. They will be researching it and send an email with additional information for all officials renewing for next school year.

ATTENTION: All AIA Officials
The AIA Executive Board, in their December 2011 meeting, voted to require all officials registering with the AIA to present a fingerprint card prior to the registration being accepted and before any assignments can be given to the official.
All officials registering for the 2012-2013 season – NEW OR RENEWAL - will need to present a fingerprint card upon submitting their registration to the AIA. Logistics for how this will be accomplished will be formulated in the coming months
I would strongly urge our current officials to begin this process as soon as possible, as it takes anywhere from 4-6 weeks to receive the card.
The process for acquiring a fingerprint card is relatively simple:
1) First, you will need to get your fingerprints done. These can be done by various law enforcement agencies around the state, and will vary depending upon where you live. In the Phoenix Metro Area, Arizona LiveScan, 2432 West Peoria Ave., will do the fingerprinting at a reduced cost if you let them know you are an AIA Official. See Paula or Brian.
2) You will then need to get a form from DPS, fill it out, and attach your fingerprint document with it – AZ Livescan will provide that form if you use them for fingerprinting. If you secure the Fingerprint Form from DPS on your own, there are several boxes to select from depending upon which card you are applying for. The proper box to check is the 7th box down in the second column of choices – the one indicating “Vendor” – ARS 15-512.
3) The form must then be mailed to DPS. It takes about 4-6 weeks for the card to arrive once cleared.
AZ Livescan will be providing to us mobile fingerprinting services at various meetings around the valley for us - so that may be an option for some officials – especially those that will be newly registering with us. That information will be sent out as we schedule them.
Officials that currently hold a valid Fingerprint Card can present that card upon registration.

Rule 8-2-4 is listed in the Dead Ball Table because there is ONE instance (hit batter) of an immediate dead ball result (in fast pitch) among the five instances listed.
Also, should the BR not advance - on the fair batted ball, when awarded 1st on ball four, when eligible to run on a dropped 3rd strike or after being obstructed by the catcher - AND ENTER THE DUGOUT...the ball would be dead WHEN SHE ENTERS THE DUGOUT and other runners would be held at the base they occupied at the time SHE ENTERED THE DUGOUT.
For the ball to become dead in any of the situations other than hit batter, the BR must actually go in the dugout. That means she gives up and does not do any of the things she should have done (like run the bases or go to 1st) and eventually wanders into the dugout leaving the umpire to sort out the result of it all.

The Arizona Interscholastic Association is deeply committed to improving the sportsmanship and the behavior of all participants in high school athletic contests. It is extremely important that the umpires who choose to umpire for AIA member schools be a part of this commitment, and do their part to enhance a positive athletic-educational experience.
TWO programs are in place for umpires to provide their part in improving not only sportsmanship, but also the relationship between umpires and coaches.
1. The wearing of the Pursuing Victory With Honor patch on the umpire uniform is mandatory, beginning with the 2003 - 2004 year. This patch signifies to everyone that our umpires are in harmony with the principles of the program. One patch will be provided to all umpires, and additional ones will be available from the AIA office at our cost.
2. The umpires "PROMISE TO SCHOOLS" card, which contains the sportsmanship statement (to be read prior to all contests), along with a place for the coach to provide his evaluation input, is to be given to the coach prior to the contest.

Purpose
Umpiring is a integral part of the Arizona Interscholastic Association, Inc. athletic programs. Recognizing the need for qualified game umpires for high school athletic contests, the Legislative Council authorized the Executive Director to administer the umpires training and classification program by the regulations printed in the AIA OFFICIALS' HANDBOOK.
The purpose of the Arizona Interscholastic Association Officials Program is to advance the best interests of interscholastic competition by:
• Aiding umpires, coaches and players in acquiring thorough knowledge of playing rules in softball.
• Encouraging observance of the spirit and letter of playing rules and ethical codes on all occasions.
• Encouraging and assisting interested men and women to become qualified umpires.
• Establishing a classification of umpires according to qualifications and experience.
• Fostering the spirit of sportsmanship and fair play.

Schools have entrusted umpires to assist them in the educational development of their youth through athletics. The proper operation of such a process requires that umpires be independent, impartial, and responsible to the people they serve.
In recognition of these expectations, it shall be the responsibility of an umpire to follow the directions provided in the following Umpire's Code of Ethics. Violation of the Code of Ethics will be a violation of AIA Bylaws and may result in a sanction to the offending party.
An Umpire Shall
• Place the welfare of the individual athlete above all other considerations.
• Maintain confidence and control from start of an assignment to finish.
• Devote time, thought and study to the rules of the game and the mechanics necessary to carry out these rules so that one may render effective and creditable service in a fair and unbiased manner.
• Work with fellow umpires and the State Association in a spirit of harmony and cooperation in spite of differences of opinion that may arise during debate of points or rules at issue.
• Resist every temptation and outside pressure to use one's position as an umpire to benefit oneself.
• Under all circumstances avoid promoting the special interest of any person or group of persons other than the athletes we serve.
• Constantly uphold the honor and dignity of the avocation in all personal conduct and relations with the student athletes, coaches, athletic directors, school administrators, colleagues, and the public and to be a worthy example to the athletes under one's jurisdiction.
• Be prepared both physically and mentally, dress according to expectations, and maintain a proper appearance that is befitting the importance of the contest.
• Remember and recognize that it is important to honor contracts regardless of possible inconvenience or financial loss.
• Not make statements to the news media critical of any school administrator, school, team, coach, player, other umpire or the AIA.
• Not smoke or use any form of tobacco on or in the vicinity of the playing area, nor drink any alcoholic beverages or use any drugs on the day of the contest.
• Carry a responsibility to act in a manner becoming to a professional person. The conduct of any umpire influences the attitudes of the public toward the profession in general as well as toward the umpire in particular.

5. Umpires shall uphold the honor and dignity of the profession in all interactions with student-athletes, coaches, school administrators, colleagues, and the public.

7. Umpires shall recognize that anything that may lead to a conflict of interest, either real or apparent, must be avoided. Gifts, favors, special treatment, privileges, employment or a personal relationship with a school or team that can compromise the perceived impartiality of officiating must be avoided.
8. Umpires shall prepare themselves both physically and mentally; shall dress neatly and appropriately to, during and from a contest; and shall comport themselves in a manner consistent with the high standards of the profession.
9. Umpires shall not be party to actions designed to unfairly limit or restrain access to umpiring, umpiring assignments or to association membership. That includes selection for positions of leadership based upon economic factors, race, creed, color, age, sex, physical handicap, country or national origin.
10. Umpires shall be punctual and professional in the fulfillment of all contractual obligations.
11. Umpires shall work with each other and their governing bodies in a constructive and cooperative manner.
12. Umpires shall resist every temptation and outside pressure to use one’s position as an umpire to benefit oneself.
13. Umpires shall never participate in any form of illegal gambling on sports contest, may never gamble on any sporting event in which they have either a direct or indirect involvement, and may never gamble on events involving high school athletics.
14. Umpires shall not make false or misleading statements regarding their qualifications, rating, credentials, experience, training or competence.
15. Umpires shall accept responsibility for all actions taken.
